CyberGhost's privacy story is mixed. The Romania jurisdiction and Deloitte audit are positives. The Kape Technologies ownership is a concern.

Romanian Jurisdiction

Romania is outside the 14 Eyes alliance and has relatively strong data protection laws. Romanian courts have historically sided with privacy — the country's constitutional court struck down a mandatory data retention law in 2014. CyberGhost isn't required to log user data.

Kape Technologies Ownership

This is the elephant in the room. CyberGhost was acquired by Kape Technologies (formerly Crossrider) in 2017. Kape also owns ExpressVPN, Private Internet Access, and ZenMate — effectively controlling four of the world's largest VPNs. Crossrider was previously associated with adware/malware distribution before rebranding. While Kape says it's reformed, privacy-focused users are understandably wary of a former adware company owning their VPN.
