VPN Privacy & UK Law -- What Changed in 2026?

Updated April 2026 -- Practical advice for UK users on privacy, streaming, and choosing a VPN amid recent government proposals.

What's happening

In early 2026 the UK government moved to consult on measures that could limit how children use VPNs and whether age verification rules should apply to VPN services. Media coverage in March highlighted growing political interest in tighter online-safety rules, and specialist sites have suggested targeted restrictions rather than a blanket ban. For everyday users the immediate takeaway is: VPNs remain legal, but policy shifts mean providers and users should expect more scrutiny and possible new rules aimed at protecting minors.

What it means for you (short)

VPNs are still legal in the UK -- use is unchanged for most adults.
Providers may need to add age-check features or comply with new transparency rules.
Businesses and power users should watch provider policy updates and consider multi-jurisdiction options.

Which VPNs to consider (practical picks)

Below are three practical choices for different needs. All links include our NordVPN affiliate where noted.

Best overall -- NordVPN (recommended)

NordVPN remains a top all-rounder: fast servers for streaming, strong privacy features (RAM-only servers, audited no-logs policies), and easy apps across devices. If you want a balance of speed, privacy and UK-friendly customer support, NordVPN is a solid pick. Buy NordVPN: NordVPN deal

Best for streaming -- ExpressVPN

ExpressVPN consistently unblocks geo-restricted services and has very fast UK and continental European servers. It's pricier than some rivals but still a favourite for users who prioritise hassle-free streaming.

Best budget pick -- Surfshark

Surfshark offers very competitive multi-device plans and decent streaming support. It's a good choice if you need many simultaneous connections on a budget.

How to choose right now (step-by-step)

Decide primary use: streaming, privacy, or travel/remote work.
If privacy is the goal, check whether the provider uses RAM-only servers and independent audits.
For streaming, look for recent user reports about unblocking UK services (Netflix UK, BBC iPlayer, ITV Hub).
Check refund policy (30 days typical) and test on your devices.

Practical setup tips

Use the router app only if you need every home device covered -- otherwise install on devices you actively use.
Enable kill switch and DNS leak protection in app settings.
Prefer UK or nearby servers for best latency when in the UK; pick other regions for content access.

Privacy vs. compliance -- the balance

Even if rules tighten around minors' VPN use, reputable providers are unlikely to log user traffic. The risk is regulatory: providers may be asked to flag or restrict certain behaviours in particular markets. For individuals focused on personal privacy, choose a provider with independent audits and a clear jurisdictional advantage (outside surveillance alliances if that matters to you).
